Policy support

One of OYA’s objectives is to improve the capacity of regional and continental institutions to identify and address bottlenecks and to design policies and programmes in response. Enhancing dialogue, knowledge generation and sharing of best practices is also key to ensure that the targeted institutions provide an economic framework, improve the microeconomic capacity of the economy, and develop and implement economic action programmes that will allow businesses to prosper and access new markets.

Country Action Plan (CAPs)

Detailed Country Action Plans (CAPs) have been developed by each country’s task force based on the country assessments that were carried out during the inception phase. These CAPs outline the intervention strategy, the country logical framework and a time planification of activities including identified stakeholder contributions and partnerships.

In order to guarantee the national ownership of the OYA Programme, the country teams have engaged extensively with the national partners and stakeholders, seeking their validation through consultations and outreach.

Development of National Youth Policy (Zambia)

OYA actively participates in the development of the National Youth Policy. Indeed, youth employment is one of the priorities of the 8th National Development Plan established in 2022. Represented in the UN Youth Group of Focal Point Persons for UN Agencies, OYA has actively participated in National Consultative meetings with the Ministry of Youth, Sports and Arts in preparation for the National Youth Indaba as well the Provincial Consultations.

In March 2022, Zambia organized the National Youth Indaba, opened by Mrs. Mutale Nalumango, Vice-President of the Republic of Zambia and during which, H.E. the President of the Republic of Zambia Mr. Hakainde Hichilema, had an open discussion session with the Youth. OYA participated in the event along with other UN agencies highlighting its commitment to accelerating efforts in the area of job creation for Zambian youth.

Investment Guidelines for Youth
in Agrifood Systems in Africa

OYA supported the development of FAO-African Union Commission Investment Guidelines for Youth in Agrifood Systems in Africa that were validated in July 2021 and presented to the AU Specialized Technical Committee (STC) on Agriculture, Rural Development, Blue Economy and Sustainable Environment in December 2021. The STC endorsed the Guidelines and encouraged the AU member states to accelerate investments for and by youth in agrifood systems, taking into consideration the diversity of their constraints, needs, and aspirations.

The Integrated Country Approach (ICA) in Kenya

The ICA programme in Kenya is geared towards sustainable policy change and places emphasis on strengthening the capacities of the national institutions responsible for agriculture and labor to promote decent rural employment, including through private-public partnerships and multi-stakeholder mechanisms. Gender equality, decent work and environmental sustainability are mainstreamed as cross-cutting issues. At the country level, the approach aims in particular at enhancing the employment content of the national strategies, policies and programmes for agricultural and rural development in order to optimize the contribution of the sector to improve the quantity as well as the quality of rural jobs.

Raising Awareness

OYA engages in high-level discussions at the global and regional level to raise awareness on the key issues around youth employment in Africa. Conferences and other events are an occasion to engage private and public institutions and foster inclusive policy dialogue, discussing the current barriers to youth employment and policy solutions to place youth inclusion at the heart of Africa’s economic resilience
